| HISTORICAL ANTECEDENT |
| |
|
| In 1976, the Philippine Women's University, through its
University Community Outreach Programme, began rendering community
services to the resettled families at what was then identified as
the Dasmaņas Bagong Bayan (DBB) Resettlement Area in the
municipality of Dasmariņas, Cavite. The resettlement area was
adjacent to the PWU Dasmariņas, Cavite campus
In august 1984, PWU formally organized the Francisca Tirona
Benitez Rurban Development Center to function as the programme
implementor to assume direct and over-all supervision and direction
of the university's community extension services at DBB and
beyond the resettlement area. By resolution of the PWU Board of Trustees, the Center was
conceived to be a catalyst for change, to accommodate broader
development concerns and to meet community-oriented needs in both
rural and urban settings, particularly in the provinces of Cavite
and Laguna.

| PWU Trustees Amelia Lourdes Benitez Reyes, who was then PWU
Senior Vice President for University Development and Programmes, was
appointed the Executive Director of the Center. An initial
grant was approved to operationalize the FTB projects and
programmes. |

| ACCREDITATION |
On March 29, 1985, the Securities and Exchange Commission
approved the incorporation of the Francisca Tirona Benitez Rurban
Development Foundation under Sec. Reg. No. 125783. This
incorporation of FTBRDF was upon the USAID advice as a condition for
acceptance as an accredited USAID Private Volunteer Organization
(PVO) and as a Non-Government Organization (NGO) to be eligible for
funding assistance and as a grants- recipient of USAID and local and
foreign funding agencies. Moreover, the FTBRDF is a World Bank
accredited NGO, therefore, it has knowledge of the World Bank's
policies and project processing |

| FTB AREAS
OF CONCERN |
The FTBRDF Charter mandates the delivery of Educational,
Socio-economic and health related services for human resource
development in both urban and rural settings. The Foundation
works in coordination with educational institutions, women and
community organizations, as well with government and non-government
bodies and agencies.
The Foundation focuses on programs and project undertakings in
three major areas, as follows:

Community Building Organization
and Networking |

Assists in generating
employment in the community, particularly in the
municipalities of Cavite and Laguna, by establishing community
enterprises and livelihood projects to strengthen the capacity
of people's organization to manage their own programs and
resources; |

Serves as the vehicle for
delivery of the social engineering component and livelihood
training for income generating projects and assists the local
people to form cooperatives; |

Design tele-learning courses
and conducts educational technology through community outreach
training programs and disseminates these instructional modules
for hotel, restaurant, resort and tourism industry, employing
the dual training approach. |

Conducts community field
research in coordination with the Philippine Women's
University. |

Women Empowerment and Lifelong Learning
Skills |

2.1 |
Serves as the vehicle for
continuing education programs and the latest information,
trends, and technologies in the practice of different
professions for the advancement of womenhood; |

Provides
assistance in the orientation and capability of educational
institutions towards adopting gender-fair educational and
delivery systems |

Develops and produces
materials, newsletters and other forms of communication links
for information dissemination, advocacy and popularization of
women's participation in relocation

Designs and
conducts training on gender issues, leadership and services as
well as skills in income generation, project planning,
management and monitoring of women's participation in
relocation location communities. |

Develops and conducts fora
through which women's issues and concerns can be discussed and
acted upon through project implementation so as to mobilize
and catalyze agents of women development and
empowerment. |

Family Centered Development and
Spirituality |

Provides the University's constituencies
with spiritual and moral formation based on Christian values
and doctrinal education in pursuit of academic programs,
institutional endeavors, and community development. |

large in bringing about a genuine human and social
transformation through the use of educational technology,
values formation, an effective campus ministry program,
pastoral counselling, youth ministry, family ministries.
Lay Christian apostolate leadership and social development are
emphasized with particular focus on women, senior citizens and
the marginalized sectors of society. |

| PROJECTS
UNDERTAKEN |
Over the years, the FTBRDF, in coordination with
The Philippine Women's University System and its affiliate
schools, has undertaken research and development projects of varying
scales and complexities. It has tapped not only its vast
resources within the system but has also linked with various
non-government and people's organizations, particularly those in the
women sector.
In coordination with the PWU, FTBRDF has been
conducting seminars and workshops in almost all regions for its work
in environmental impact assessment, women empowerment and in
livelihood development. It has also been in the forefront in
gender fair education, literacy, health and health-related outreach
programs.
The FTBRDF, together with the Development
Institute for Women in Asia-Pacific, which are both affiliates of
the Philippine Women's University, formed the Secretariat for the
National Centennial Commission Women Sector. It directed
all activities for women pertaining to the centennial celebration,
including gender advocacy, information campaign, research and
publication, search for outstanding women and the International
Congress on Women's Role in History and Nation
Building.
In 1992, the PWU-FTBRDF was contracted by the
United Nations Development Programme to assist the Housing and Urban
Development Coordinating Council to conduct a housing study through
household surveys in Metro Manila and four other regional centers,
including Legaspi and Baguio. This study aimed to develop
housing indicators to gauge the sector's performance. This was
followed by another study in 1995, expanding the set of indicators
to include urban development indicators in all regions of the
country. This indicators study was used in cross-country
studies for the international habitat conference in 1996.
In 1996, the team members were involved in a
similar impact study commissioned by Plan International (formerly
Foster Parents). This project involved household surveys, focused
group discussions and children's illustration in order to obtain the
impact of its programs on women, men and children of various
ages. This study covered the depressed communities in Benguet,
Cagayan, Pangasinan, Mindoro Occidental, Cebu, Camarines Norte,
Albay and Marinduque.
Satisfied with the results, two more projects
followed, the habitat assessment of two barangays in Dasmariņas,
Cavite, which would serve as benchmark for Plan International
program development in an urban setting.
A recently concluded study was done for the
Department of Health, i.e., its Multi Cluster Survey for Bulacan
where there was the prevalence of contraceptive practices and
anti-tetanus toxoid on mothers and Vitamin A and various
immunization programs for
children.
The FTBRDF was also part of the Institution of
Philippine Culture (IPC), which was commissioned by the World Bank
to undertake the Capability Building on Safeguards (social,
environmental, indigenous peoples and resettlement).
In all the projects undertaken, the FTBRDF
applies the systems approach to project development.
Up-to-date tools such as system analysis, computer simulation,
multi-disciplinary perspectives, inter-sectoral reviews and internal
assessment are applied to its various projects. |

| RESOURCES
AND LINKAGES |
As the community outreach office of the
Philippine Women's University System, the FTBRDF has access to the
University's facilities in all its campuses: Taft Avenue,
Manila, Quezon City and in Davao City. Likewise, it has access
to the 26 distance learning institutions that have affiliated with
the PWU and 10 continuing education branches nationwide.
The FTBRDF has also access to on-line training
capability that is being developed by the PWU and will be available
to the general public with access to the Internet starting June
2000.
It has access to the faculty of the Institute of
Environmental Management Habitat and the Philippine School of Social
Work. Statistics, research methods on the undergraduate and
graduate programs in Social Development.
The FTBRDF is proud not only of its track record,
but also of its manpower resources- educated and trained,
experienced PWU faculty and staff and affiliate consultants who are
all committed to the service of the community. |
